HIGHLIGHTS OF ELECTRICITY TARIFFS FOR THE
YEAR 2004-05
1. The Andhra Pradesh Electricity Regulatory Commission (APERC) has carefully examined the tariff proposals filed by APTRANSCO and the four Distribution Companies (DISCOMS), the objections received, the issues raised during the public hearing and the views of the Government of Andhra Pradesh (GOAP) and finalized the electricity bulk and retail tariffs for the year 2004-05
2. The net revenue requirement of APTRANSCO and the four DISCOMS was Rs.9653.45 Crores. The Commission directed the DISCOMS to achieve efficiency gains of Rs.300 Crores. The Net Revenue Requirement for APTRANSCO and DISCOM after efficiency gains is Rs. 9353.45 Crores.
3. The Commission has finalised the tariffs for FY 2004-05. There is no change in tariffs for the following categories, viz. (a) Domestic, (b) Cottage Industries, (c) Local Bodies (Street Lighting and Public Waterworks Schemes), (d) General Purpose, (e) LT & HT Temporary , (f) HT Private Lift Irrigation Schemes.
4. As has been the philosophy of the Commission to rationalise the tariffs, the Commission has reduced the tariffs for the Tariff Order 2004-05 for the following subsidising categories.
HT Category-I (Industrial)
Changes have been effected in the Tariffs for Industry (HT-I), keeping in mind the need to spur industrial growth within the State and rationalize tariffs in line with cost to serve. The existing rate of energy charges at Rs.3.60 per unit has been brought down to Rs.3.50 per unit , with no change in the Demand Charges
HT Category-II (Others)
Changes have been effected in the Tariffs for other than Industry (HT-II) and tariffs have been rationalised in line with cost to serve. The existing rate of energy charges at Rs.4.50 per unit is brought down to Rs.4.40 per unit, with no change in the Demand Charges.
HT Category-V (Railway Traction)
To bring the tariffs nearer to cost to serve, the unit rate has been decreased from Rs.4.50 to Rs.4.40 per unit.
LT Category-II (Non domestic)
For the first slab of 0-50 units the earlier Tariff of Rs. 3.95 per unit is retained. The second slab above 50 units the tariff has been fixed at Rs.6.25 per unit against the current tariff of Rs.6.60 per unit .
LT-III (A) & (B)
Changes have been effected in the Tariffs for Industries in LT-III keeping in mind the need to spur industrial growth within the State and rationalize tariffs in line with cost to serve. The existing rate of energy charges at Rs. 3.85 per unit has been brought down to Rs.3.75 per unit , with no change in the Demand Charges
LT-IV (Cottage Industries)
On the representations of
consumer Associations, units of the Blacksmiths, Carpentry, Goldsmiths, Kanchari and Pottery having connected load of 5HP and below
have been classified under this category.
Other salient features
Transmission losses of 7.00 % for FY 2003-04 have now been limited to 6.25% for FY 2004-05. The distribution losses have been limited to 18.50% for FY 2004-05 from 18.96% in FY 2003-04. The overall system losses for FY 2004-05 hence come down to 23.60% from 24.63% in FY 2003-04.

applicable to all categories except agriculture. Fuel Surcharge Adjustment (FSA) is applicable
as notified by the Commission from time to time as per the regulations made by
the Commission in this behalf.

discount of 50% on the monthly energy charges in slab system or metered system
will be given as incentive if the agriculture consumer provides the following
demand side management measures as applicable for his pumping system viz.
submersible and surface pump sets. This
discount will be available up to
(i)
Friction less foot valve (exempted for submersible pumpsets)
(ii)
HDPE or RPVC piping suction and/or delivery
(iii)
ISI marked monobloc pumpset or submersible pumpset
(iv)
Capacitor of adequate rating for the pumpset

and Agriculture optional metered tariff HT Category IV B – (ii) is subject to a
minimum of Rs.300/HP/Year of the Contracted Load.

The incentive
is applicable only for the consumption in excess of the average monthly
consumption for FY 2000-01. The discount
rate will be applied on the entire consumption eligible for incentives i.e.,
such consumption as in excess of the average monthly consumption for the FY 2000-01
and is above the threshold LF level of 30%
on a non-telescopic basis. This

The Customer charges, are as given below. Meter and all other charges as existing shall
continue.

other conditions as per in the Annexure D of the Tariff order will be

the respective voltage level at which the wheeled energy is consumed.
6.
Grid Support
charges
Persons operating Captive Power Plants (CPPs) in parallel with A.P.Grid have to pay ‘Grid Support Charges’ on the difference between the capacity of CPP in KVA and the contracted maximum demand in kVA with licensee and all other sources of supply, at a rate equal to 50% of the prevailing demand charge for HT consumers. In case of CPPs exporting firm power to APTRANSCO, the capacity, which is dedicated to such export, will also be additionally subtracted from the CPP capacity.
This levy is subject to the orders of the Hon’ble Supreme Court in the pending appeals before it.
